I think the newly proposed [[organization circle]] might be the right group to organize changes at this level — https://www.loomio.com/d/yh0aFRbU/community-working-group-ops-team-minutes for the discussion by the CWG recently. As per my understanding as proposed this would be initially seeded with working group delegates.
